Busisiwe Mkhwebane was born Busisiwe Joyce Mkhwebane. She is an advocate, prosecutor and ombudsman. She was born on 2 February 1971 in Mpumalanga.

She served as the 4th public protector of South Africa from 2016 to 2023. In 1988 she matriculated from Mkhephula Secondary School. She graduated from the University of the North with an LLB. She got a diploma in corporate law and a higher diploma in tax at UJ.

She then did a Masters in Business Leadership at UJ in 2010. She joined the department of Justice as a public prosecutor in 1994.

From 1996 she was a legal administrative officer in the International Affairs Directorate, and later she became a senior investigator and acting provincial representative in the public protector’s office.

In 2005, she joined the department of home Affairs as the director for refugee affairs. In 2009 she became acting chief director in asylum seekers management.

Mkhwebane worked as an analyst for the state security agency from July 2016 to October 2016 when she was appointed as the public protector by Jacob Zuma.

Her first husband passed away and not much is known about him. She is now married to David Skosana.
