A dramatic scene unfolded at OR Tambo International Airport this week, culminating in a high-stakes court appearance today. Four South African nationals—including a senior SAfm broadcaster—are facing serious charges under the Regulation of Foreign Military Assistance Act, following a Hawks operation targeting illegal military recruitment for Russia.
The Timeline of Arrests
The operation unraveled rapidly over 48 hours:
-
November 27: A “facilitator” returning from Russia was interviewed by authorities upon arrival. This intelligence led to the immediate arrest of a senior SAfm broadcaster (unnamed) as she returned from Russia later that day.

November 28: Acting on a tip-off regarding suspicious behavior, police intercepted three men at the OR Tambo boarding gate. The men, who appeared nervous, were pulled from the flight just before departing for Russia via the UAE.
The Alleged Scheme
Authorities allege the broadcaster acted as the “key link” for this specific cell. She is accused of receiving “big money” from a Russia-linked foreign entity, portions of which were transferred to recruits as incentives. Beyond the finances, she reportedly facilitated contracts and travel documentation.
While investigators seized phones, laptops, and backpacks for forensic tracing, no weapons or cash were reportedly found on the recruits. Intelligence suggests this network involves roughly seven recruits and is operating separately from the previously reported Zuma-Sambudla group.
Legal Consequences
The four suspects are appearing at the Kempton Park Magistrate’s Court today (Dec 1). They are charged under the Regulation of Foreign Military Assistance Act (No. 15 of 1998), which prohibits unauthorized foreign military service.
-
Potential Sentence: Up to 15 years in prison.
-
Bail Status: Highly unlikely, as the suspects are considered flight risks.
The investigation is ongoing, with the Hawks’ Crimes Against The State (CATS) unit coordinating with Interpol to map the full extent of the network.
