The final report of the State Capture of Inquiry was finally handed over to President Cyril Ramaphosa by Chief Justice Raymond Zondo at a ceremony held at the Union Buildings.

In his findings Zondo uncovered that Arthur Fraser caused a lot of cash withdrawals during his time as head of the State Security Agency and Correctional Services Department.

After his appointment as the Director General, the budgetary allocation funds increased from R42 million in the 2016/17 financial year to over R300 million in the 2017/18 financial year.

According to investigations by Project VISA R125 million was still uncounted for by Fraser. Arthur Fraser basically looted the State Security Agency.


According to Zondo’s findings former President Jacob Zuma and Arthur Fraser had a mutually beneficial relationship to keep each other out of prison.

The two protected each other against imprisonment.

At one point Zuma allegedly instructed the Hawks to stop investigating Arthur Fraser, Zuma used the Minister of Intelligence Siyabonga Cwele to stop the investigations.

Zuma said arresting Fraser would compromise the State’s security. Fraser later released Zuma on medical parole under controversial circumstances.
