Police Minister Bheki Cele is demanding answers from his officers.
He wants to know why a suspected drug dealer in Chatsworth was allowed to continue operating for years, without a conviction.
Yaganathan Pillay, known as Teddy Mafia, was gunned down on Monday.
“This is what the community and all of us are calling for to say don’t deal with the small fish, don’t deal with the little man on the streets. Deal with the real guys,” Cele said.
